Our Story

40 years ago, Foothill Family Shelter embarked on a compassionate mission, born out of the caring hearts of St. Mark’s Episcopal Church, aimed at supporting the homeless community. Recognizing a pressing need that demanded attention - homelessness - the congregation took action. Their vision was simple yet profound: to offer a haven for homeless families with children.

In January 31, 1984, the first steps were taken as a motel room, complete with a kitchenette, was secured on a weekly basis, providing not just shelter, but also warmth and sustenance over weekends. This initial endeavor continued until August 1993, with a brief hiatus from March to May 1994, highlighting the dedication and commitment of those involved.

As the magnitude of the issue became more apparent, so did the resolve to address it. In 1987 and 1988, a significant milestone was reached with the acquisition of 2 four-unit apartment buildings, made possible through State ESP funds, private grants, and community fundraising efforts. Originally conceived as a 60-day refuge, the program evolved over time, extending to a 90-day duration in 1990, and further to a 120-day shelter program. Today, this program remains steadfast in its mission, catering to the needs of homeless families with children, offering them not just shelter, but hope.

In alignment with our strategic vision, the scope of our efforts expanded further. In May 2001, through collaboration with the City of Upland, we acquired two additional four-plexes. This initiative not only aimed to provide more housing options for homeless families but also contributed to the revitalization of apartment complexes previously plagued by drug-related issues. Recognizing the multifaceted needs of our clients, including the necessity for extended support in education, employment, and skill-building, our 1-year program was introduced.

The journey of growth and impact continued with the purchase of another four-plex in October 2002.

In 2002, Foothill Family Shelter embarked on a groundbreaking initiative with the introduction of our 1-Year Housing Program, recognizing that some families needed more time in our program beyond 120 days. This pioneering step reflects our steadfast commitment to providing sustainable solutions for homeless families, recognizing the complex challenges they face in rebuilding their lives. Through this program, we aim to offer not just temporary relief, but enduring support and stability, empowering families to thrive beyond immediate crisis.

By 2005, two more four-plexes were added to our portfolio, culminating in a total of 28 two-bedroom, one-bath apartment units spread across seven four-plex buildings.

In 2005, Foothill Family Shelter initiated the final step forward with the introduction of our Extended Housing Program, complementing our existing 120-Day and 1-year Housing Programs. This expansion underscores our unwavering commitment to addressing the diverse and evolving needs of homeless families within our community. By offering extended support beyond the confines of previous programs, we aim to provide a comprehensive continuum of care tailored to individual circumstances and fostering long-term stability.

In 2008, Foothill Family Shelter took a significant step forward with the introduction of our Community Help Desk, a program distinct from our housing initiatives yet deeply rooted in our mission to serve those in need. Recognizing the broader spectrum of challenges faced by vulnerable families, we identified an opportunity to expand our impact beyond shelter provision. The Community Help Desk serves as a vital resource hub, offering essential items such as food, hygiene products, and diapers to families facing hardship in our community. Through this initiative, we not only address immediate needs but also cultivate a supportive environment where families can access critical resources and forge pathways towards stability and self-sufficiency.
